The Welsh Rugby Union, in conjunction with the Newport Gwent Dragons, are responsible for the development of grass roots rugby across the Region. Through it's strategic plan, the WRU has identified the following long-term vision for rugby development:
Vision: Wales as the Rugby Nation
Where every Welsh person is passionately involved in rugby (whether playing, coaching, volunteering or supporting)
Long-term outcomes:
1) Every child (7-11 years old) has learnt the appropriate skills to play at least one form of rugby (15s, 7s, touch, tag)
2) Every child (7-11 years old) has tried a form of rugby
3) Rugby is ranked in the top 3 of most popular* sports by young people (11-16 years old)
4) Rugby is ranked in the top 5 of most popular* sports by men and women (aged 16+)
